You could possibly claim him as a dependent if, in addition to providing over half of his support, he made less than $4,150 in 2018.

If you claim him as a dependent, you would need to enter his 1095-A on your return as you are responsible for making sure all of your dependents have health insurance.

If you are itemizing, then yes, the amount not paid by the premium tax credit would be automatically included in your medical expense deduction.  However, the Premium Credit that he should have received based on your household income, not just his income so you may end up paying some of the Credit back if your income was too high or too low.
