No, you cannot file your tax return until you get your W-2. Your pay stub does not have all the information you need, and the amounts on your W-2 may differ from your pay stub for various reasons. Filing before you get your W-2 is very likely to result in getting a notice from the IRS, and delaying your refund.
The IRS is not going to start accepting tax returns until sometime in late January. They have not yet announced an exact date. So there is no point in trying to file before then. TurboTax will let you "e-file" earlier in January, but your tax return won't really be filed. TurboTax just holds it until the IRS starts accepting returns. If you do submit it to TurboTax early, though, you can't get it back to make any changes if you discover an error or omission after you have submitted it to TurboTax.
