How do you know that your settlement payment was sent? You should have received a letter or email from the Fund Administrator before the payment was sent. The letter or email would have given you an opportunity to direct the payment to a different account.
The TurboTax Settlement FAQs on the web site of the New York Attorney General say the following (in Question 8).
"The states are in the process of retaining a professional third-party fund administrator that will create a public website about the settlement. The website will give consumers the opportunity to contact the fund administrator with any questions. This FAQ will be updated when the website is created."
Since there does not appear to be a web site yet, it sounds like the Fund Administrator is not yet active. I suggest that you check the FAQ from time to time to see if it has been updated with information about the public web site. You could also contact the office of the attorney general for your state for information about the current status.
