I found a Mint employee on LinkedIn who might be able to help. Here's what I messaged him when asking to Connect: 

"Apparently, USAA installed new software blocking Mint from "screen scraping" USAA CC data from their web site. It's affecting a lot of USAA Mint customers (including me) and I hope you can pass this issue to the right people to your support staff.  Thanks PS BTW I love Mint!"
