I need to submit a form 8332.

Submit Form 8332 to whom? To the IRS (federal)? To the state? To the other parent?

Are you the custodial parent (the parent that the child lives with) or the noncustodial parent?

If you are the custodial parent, and you are releasing the exemption for the child to the noncustodial parent, you don't send Form 8332 to the IRS or the state, and you don't attach it to your tax return. You have to sign a paper Form 8332 and give the signed form to the noncustodial parent. You don't need TurboTax for that. You can download Form 8332 from the IRS web site and fill it out by hand.

If you are the noncustodial parent, you have to get a signed paper Form 8332 from the custodial parent and send the signed form to the IRS. You cannot do that with TurboTax. If you file your tax return by mail, attach the signed Form 8332 to your mailed tax return. If you e-file your tax return, mail Form 8332 to the IRS attached to Form 8453.
