The credit is being reduced to $0 due to the Alternative Minimum Tax (AMT). From looking over your return, you have form 6251 included in your return for alternative minimum tax that exceeds your tax owed. The EV Charger Credit is unavailable for individuals that have alternative minimum tax. Per the instructions, "If you pay alternative minimum tax (AMT) you will not be able to claim this credit. If you are close to paying AMT, this credit may be limited by your tentative minimum tax as calculated on Form 6251, Alternative Minimum Tax - Individuals, line 33."
