I took out money from my 403b retirement to help pay medical expenses that equaled $4834.99. can I claim this?

Retirement tax questions
Yes, you can claim expenses as medical expenses paid with your distribution. Also, the early withdrawal (before you reach age 59 1/2 qualifies as an exception to 10% additional tax penalty.
When you enter your form 1099-R into TurboTax (and be sure to enter it exactly as it appears), please answer follow up questions to claim that exception if that's your case.
