I took out student loans to pay for my tuition, so does that mean i check off that i made college tuition payments even though it wasn't payments made with my income?

Absolutely!  Education payments from a loan are still counted as paid by you.

Yes, tuition paid out of student loans are considered as paid out-of-pocket. This is because you'll have to repay the loans.
