I'm launching a small business (self-employed). Do I need to file quarter tax vouchers when I haven't earned any income yet?
What amount should I pay with self-employment voucher if I don't have any income?

No, you do not need to pay estimated tax payments, ther are a recommendation, not a requirement. Most taxpayers in your position will wait at least a year to see what their business will do before they start paying quarterly estimated tax payments.
