Why do I not qualify for the child and dependent care act?
Especially since I work full time and paid for daycare services

Deductions & credits
The requirements to claim the Child Care Credit are:
- The children must be under the age of 13.
- You must be the custodial parent (the parent the child lived with for more than 183 days in 2016).
- You must have earned income from wages, self-employment, etc.
- You must have a tax liability (the credit can reduce your tax but is not refundable.)
- You must have the social security or employer identification number of the provider.
Do you meet all of those criteria?
Also - why do you think you don't qualify (e.g., is the program saying no, or is the IRS rejecting the return because the child's SSN is claimed on another tax return.)

Deductions & credits
Yes I meet all criteria. I am in the process of filing my taxes online and after I filed out all the information it says "We've determined you can't claim a dependent care credit."

The only suggestion left for me is to delete the dependent and very carefully add them again. Also, check your filing status under the personal info tab and make sure it is Head of Household (Married Filing Separately does not allow the credit.).
