Oregon Real Property Conveyance, do I have to pay?

I lost my job in Oregon and have been collecting Oregon unemployment insurance the whole of 2017. I moved my family to Utah in December 2016 and I’m selling my primary residence in Oregon. Do I have to pay a withholding on an Oregon real property conveyance?

Pay special attention to the Principal Residence Exemption on page 1.
