I do not have foreign income in 2018 and did not pay foreign taxes in 2018. I, however, do have credit carryover from prior years (2016 and 2017). Am I entitled to to take tax credit from prior years? How do I account for such carryover credit?

If there was no foreign income for TY2018, there is no foreign credit available. Your carryovers will be stored along with other necessary data for TY2019.
