The Vermont tax forms frequently say "See Instructions".

How do I access the Instructions?

If the screen is referring to the state instructions (as I think it may be), you can find the instructions for all Vermont forms at this link - https://tax.vermont.gov/tax-forms-and-publications/individuals

I was referring to the state instructions and this link is exactly what I need. Thank you. I would recommend that TurboTax include the link in the program. Thanks again.
