Why do i have to file returns for states i worked in, but paid no taxes to

my wife and I both live in ohio but we both work out of state. I work in west Virginia and my wife in Kentucky. I am being forced to file for both states but in the past I neither paid or received a refund from these states. am I doing something wrong?

State tax filing

Ohio has tax reciprocity with both Kentucky and West Virginia.  That means that if your and your wife's out of state earnings consisted solely of W-2 wages, you only have to file an Ohio return.  (All your income would be taxable by OH.)

The only exception would be if your employer(s) mistakenly withheld out-of-state taxes.  If that happened, you'd have to file an out-of-state return to get a refund of those taxes.

In TurboTax, IF your out of state incomes were solely W-2 wages, and IF no out of state taxes were withheld, you would go to the Other State Income section under Personal Info and answer No to the question about having income out of state.
