If I work in PA, but live in MD, but didn't pay any taxes to PA, do I still need to file a return to PA?

No, you don't have to file for PA. MD and PA are reciprocal states. They agree you only have to pay taxes to and file a return with your home state of MD as long as PA taxes are not withheld.
