Can you get a Massachusetts refund if there was no tax due and no payment?

for 2020, if you have under $8,000 income, paid no taxes to the state of Mass and no taxes were due to the state of Massachusetts, is there any credit that might result in a refund for an 80 year old single person from the state of Mass?

The only one that appears to be "refundable", i.e. you can get it even if you don't have a MA tax liability, is the Senior Circuit Breaker Tax Credit

Thanks!  I found that too.  But they passed away in April 2020.  I think they paid some property tax before that.  But the property is in a trust.  So, can they get that credit even though they are deceased?
