Should I file my taxes even though I had no income in 2019?

I attended school and received student loans but I've already used the American Opportunity Tax Credit in 2018 as well as the HOPE tax credit. According to TurboTax I don't qualify for anything based on my education information entered and I didn't have any other income. Should I even file?

It depends.  You probably are not required to file a tax return, at least by IRS standards.  If your income is below the single filing threshold ($12,400), and you do not have self-employment income, nor refundable credits you can claim, you are likely not required to file.  Whether you should file or not can depend on other factors (such as FAFSA requirements).  But barring other situations such as this, you likely are not required to file a tax return for 2019.
