You would enter that amount as other Taxes paid by following the directions below:

1. Select Federal Taxes
2. Select Deductions and Credits
3. Scroll down to the Estimates & Other Taxes Paid category
4. Select Edit beside Other Income Taxes 

You can then enter those excise taxes paid there.

The options under "other taxes paid" don't really fit the description for state excise tax.  Would I use "payments with 2019 extension?"
