You can file his taxes for him, but he needs to sign the form.  Another solution is to file Form 2848, Power of Attorney, for him.  

Keep in mind these things when filing for someone who's incarcerated.  Also, inmates are not eligible for the Earned Income Credit or Child Tax Credit.
