If you owe state taxes but are getting a federal refund, can those funds be used to make the payment? I know NY is an efile state so I am concerned about the payment.
You are not able to, according to this article. State and Federal tax systems are completely separate. You would be able to pay your state taxes yourself when you receive your federal tax refund.
