I will file using W-2 and 1099-MISC. I must upgrade to Deluxe for the federal 1099-misc filing. Will the state (DC) filing be free because of Free File Alliance, or no?

Per the IRS website: "Some companies offer free state tax returns; some charge a fee. For more information, see software offers below and detailed information on company websites. The following states provide a free state tax return in partnership with private software companies via the Free File Alliance: AR, AZ, DC, GA, IA, ID, IN, KY, MA, MI, MN, MO, MS, MT, NC, ND, NY, OR, RI, SC, VA, VT, WV."

If you qualify to use TurboTax Freedom Edition, then a free state tax return is included because the IRS description you provided is referring to TurboTax Freedom Edition as one of the free software offered. Furthermore, TurboTax Freedom Edition supports most federal forms (including W-2 and Form 1099-MISC) and state forms. Thus, if you qualify for TurboTax Freedom Edition, you should be able to file federal and state tax returns for free.

TurboTax Freedom Edition (cannot upgrade to Deluxe) is a standalone product with its own website. The Freedom Edition and the Free Edition (can upgrade to Deluxe) are similar but different programs.
