My employer deducts $10 per paycheck for uniform cleaning. Can I deduct this anywhere?

Yes, you can.
This, from IRS Publication 529:
You can deduct the cost and upkeep of work clothes if the following two requirements are met.
You must wear them as a condition of your employment.
The clothes aren't suitable for everyday wear.
To do that:
Go to Deductions & Credits.
Select I'll choose what I work on.
Scroll down to Employment Expenses.
Click Start or Update by Job-related Expenses.
Work your way through the screens till you get to one that says Job-Related Expenses.
Enter uniforms and cleaning expense here.
