I bought cleric vestments and liturgical books to be used in the mass for a Catholic priest, are they considered non cash deductible ?

If you bought items then immediately donated them to the church then they are considered and reported as CASH donations.

is it still deductible even though I gave them for specific priest?

It is deductible if you gave it to the church not to an individual even if the church will give it to that priest.  Get a receipt from the church.
