Do I need to file a change of address if I already filed annual taxes with my new address?
I changed addresses between this year's annual filing and and last year's. I've already filed with my new address in the paperwork.
Do I still need to file a separate change of address form with the IRS?
If it makes a difference, I also have to pay estimated quarterly taxes this quarter separate from my annual filing.

No, the IRS will update your information with the address on your most recent return.
On a side note, if you'd like to make those estimated payments online, you can do so at https://www.irs.gov/payments
