The orange "Need to Review" is just a text, not a link button. So it does not work.
Solved this issue by moving mouse cursor around the locations of "Pen" and "Trash Can", grey buttons appear even though there are still no text labels there. Clicking those grey buttons allow to edit or delete. Weird! Maybe the issue was caused by graphics setting.
