Why do I have to pay to have my 2018 return filed again after my first one was rejected?

My federal was rejected because of an incorrect AGI. However, the information provided was from the 2017 document I had done through TurboTax last year. I shouldn't have to pay twice for this when the error wasn't on my end. I just want to get a hold of my 2018 Federal and State returns so I can mail them from the post office, yet those aren't even available to me without paying again.

I paid when I initially went to e-file my taxes for both states involved. I paid via credit card.

As long as you have signed onto the online account with the exact same User ID that you used to create and pay for the account then there should not be any further charges to re-file the tax return.  Unless you added an additional state or another option to your account.
What is the breakdown of your fees?  Click on Tax Tools on the left side of the screen.  Click on Tools.  Click on My Fees

I don't even have the Tax Tools option.

After I attempted to fix the issue, it took me straight back to the payment page that I went to when I initially filed my taxes. It won't let me bypass that to get to the point where I can download my returns for mailing.

It would be best if you contacted TurboTax support for assistance with this billing issue and the filing of your tax return.
