They can't even do upsell right! I've been trying for 2 hours to find a way to pay for upgraded version to download prior year tax returns. It's like they don't even want my money! They should demand a refund from whoever built their website...

Whenever you first had trouble, you should have started your own new thread with your issue in this forum. We can tell you in this forum how to that with easier steps than the ones from TurboTax. I have to ask you several questions first since the methods can vary.
Have you located the prior returns and when you try to download them, does it ask you to pay? If it was prepared in Free Edition last year, access will be locked. If that's your situation, we can tell you how to pay to unlock your prior returns. The method to unlock prior returns depends on what all you have done with your 2018 return. The minimum to unlock a prior return is to upgrade a 2018 Free Edition return to PLUS for 19.99.
If you have found the prior returns and access is locked, please answer all of the following:
- What is the situation with your 2018 return? Have you already filed a 2018 return in Online TurboTax, or is one still in preparation? Or did you file elsewhere?
- Was the 2018 return prepared in Free Edition?
- Is the 2018 return in the SAME account as the locked prior online return?
- Have you already done the upgrade part and are now in PLUS, and now just need to know the steps to pay the 19.99 by credit/debit card? Or do you need the complete steps to both upgrade and pay?
Once you answer those 4 questions, we can give you precise steps.
NOTE: Whatever you do, do not upgrade any farther than PLUS or you'll have problems.
There's also a free option if a return transcript will suit your purpose. You may be able to immediately download one at the IRS website if you qualify to open an IRS account there. Otherwise, to order a transcript to come by postal mail takes 5-10 calendar days.

In TurboTax Free Edition, you can purchase PLUS to unlock your prior-year .tax file.
The exact instructions will vary depending on the status of your 2018 TurboTax Online return (select one):
- I haven't started a 2018 return yet
- I started a 2018 return but haven't filed it yet
- I've already filed my 2018 return
And never be held hostage again ... while you have the account unlocked save PDF & .taxfile of ALL tax years so you have them at your fingertips anytime you need them.
We'll automatically save your 2018 online return in both PDF and tax data file (.tax) formats once you file your return or when TurboTax Online shuts down in mid-October, whichever comes first.
You also have the option of saving your return as a PDF before filing if you want to see how the underlying tax forms have been filled out. Here's how:
- Sign in and open (continue) your online return, if you're not already signed in.
- Select the Take Me to My Return button on the main screen. (If you're using the TurboTax mobile app you will not have this option. Please sign in on a computer and continue the following steps.)
- Select Tax Tools in the left menu.
- Select Print Center, choose Print, save, or preview this year's return and follow the instructions.
- If you haven't yet paid your TurboTax Online fee (or registered, if you're in a free version), you'll need to do so before you can save the PDF.
If you make changes to your return after saving your PDF, repeat these steps to ensure that your PDF file stays in-sync with your online data.
Tip: PDF files cannot be opened or read by TurboTax software, which means they cannot be used for amending or troubleshooting calculation issues. For this reason, we recommend that you also save your completed return as a tax data file.

The worst website for trying to find anything. I spent over an hour trying to locate the link to my downloads. Even the link that says downloads takes you to an upsell. I have been using turbotax for years, but I believe that last year may have been my last.

I agree with the frustration but in their defense this is the 2 or 3 week period where the old year is closed out and they are setting up things for the new year. A lot of the functions are blocked until they come back on line with the 2019 tax year. Then you will be able to upgrade to their Plus level for prior year access. You can try getting your transcript from the IRS https://www.irs.gov/newsroom/how-to-get-tax-transcripts-and-copies-of-tax-returns-from-the-irs
Note to yourself keep a pdf copy of your return when you file it. Paper copy also recommended.

This is a cluttered old generic thread from last year. It's always best to start a new thread on your specific issue, where you have the potential to get help from multiple users. In your new thread you should also provide more details, including what product you are using and whether it's the Online version (web version) or desktop software (CD/download), and what the deal is with "42 cities." There someone may be able to question you further and possibly assist you.
You can start your thread at the link below. Click the blue "Ask a question" button there. The title line has limited space and is for a question summary, but there is a box beneath it with plenty of rooms for details.

Or you can phone TurboTax Support for assistance from an agent in realtime.
Hours are 5AM-9PM Pacific (8AM-12 Midnight Eastern), 7 days/week

TurboTax has 2 free products, but you are not in one of them. Based on the charges you described, it appears you are likely using Online Deluxe Edition, which is a paid version--$40 for Federal and $40 for state, and if you choose to pay out of your Federal refund, there is an additional $40 fee ($45 for California filers.) I'll tell you about both free products below.
NOTE: If you haven't already filed, you may be able to change editions. If you have already paid/filed, then the following will not apply.
The regular Free Edition is for very simple returns and not everyone can use it. (But I'll mention an alternative below). Certain forms are not available in Free Edition and require an upgrade to Deluxe or higher edition, such as one of Schedules 1-3, itemized deductions, student loan interest, education credits, etc. Did you start in Free Edition and had to upgrade? If you haven't already paid or registered, and if you are sure you don't need Deluxe, you can use the "Clear and Start Over" feature to choose Free Edition, but depending on the complexity of your return you may not be able to use regular Free Edition. If you need to itemize deductions, for instance, or have one of the Schedules 1-3, etc., you won't be able to use it. See this FAQ on some situations where one cannot use Free Edition:
FAQ: Why do I have to upgrade from Free Edition?
https://ttlc.intuit.com/community/upgrading/help/why-do-i-have-to-upgrade-from-free-edition/00/26379
If you're sure you don't need Deluxe (i.e., if you don't have any of the circumstances described in that FAQ above), here's how to start over and choose regular Free Edition. But if you encounter one of those situations, it will ask you up to upgrade.
FAQ: How do I clear and start over in Online TurboTax?
The other free product (TurboTax IRS Free File Program) is fully-featured and can prepare all the usual forms and schedules. It is even more powerful than Deluxe, if you qualify. For example, it can prepare Schedule C, D, E, F, etc., and enter K-1. But one has to meet one of the qualifications to use. See below:
To qualify for free 2019 federal and state tax returns through the IRS Free File Program delivered by TurboTax, you just need to meet one of these requirements:
- Your 2019 household AGI is $36,000 or less; or
- You qualify for the Earned Income Tax Credit (EITC); or
- In 2019, you served as active duty military (including Reservists and National Guard) with a maximum AGI of $69,000, and you have a military-issued W-2.
If you qualify for that program and want to use it, see these 2 FAQs:
