Turbo tax submitted my taxes with a missing signature, so they were rejected. Then, upon resubmission, I made a mistake. Later, I amended my taxes to correct the error. I already paid retribution. I have not received my refund, yet. Can you offer any insight to this, pls.?

TurboTax did not submit your return without a signature, since an e-filed return has no physical signature. You "sign" an e-file by entering your AGI or PIN. There is no physical signature required unless you file by mail---and if you file by mail then YOU are the one who has to use a pen and sign your own return and mail it in. TT does not mail tax returns for you.
It is not clear what you actually did. Was the original e-file rejected? Did you fix it and re-file it? Was the return accepted? What does it say in your account? Does it say the return was "accepted," "rejected", "printed" or "ready to mail?"
Did you e-file? Did you click a big orange button that said “Transmit my returns now?”
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your return was accepted:

If the IRS accepted it, what does it say here?
Or does your account say “Ready to Mail?”
Note: If it says “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.
Thank you for the question. The best place to check the status of a federal refund is on the IRS' Refunds page, found here. If you are also looking for the status of a state refund, you should check the Department of Taxation page for your state.
And please explain what you mean by "paid retribution." What did you pay? By what means? If you owed tax due to the IRS you are not getting a federal refund. Look at your Form 1040. Do you see an amount on line 35a? If so, that is a federal refund. Or do you see an amount on line 37? That is tax due that had to be paid. There cannot be amounts on both of those lines--it is one or the other.

Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.

I am making the assumption that by you stating that you paid retribution, you mean that you paid the balance due to the IRS from your original tax return. I am also assuming that after you filed an amended tax return you are now due a refund.
Amended returns normally take up to 20 weeks to process and you may be able to check the status on the IRS website.
