Why do I have an outstanding balance when its supposed to come out of my return

What outstanding balance are you referring to? Is it a balance due for TurboTax fees? Was your federal refund delayed more than 45 days from the date your filed your return?

My return was taken due to me owing the irs. And you guys took your fee out after I filed

Ok ... so your refund went to the IRS debt thus there was no refund sent to the processing bank to cover the TT fees.  If this happened the bank sent 4 emails to alert you that the debit you authorized was going to happen and when.  If you needed to make other arrangements then those emails told you how but now it is too late to stop or undo it.
