This is the second year that I have not gotten my state tax refund back and I am unable to contact anyone at the state after multiple attempts they said they sent a letter which I never received. Can someone help me?

It is possible that your refund was offset to pay a debt or the state made a change to your return for some reason. if that is the case, you should be notified in writing about what was changed with regard to your refund amount. The best advice is to keep trying to contact the state since they are processing your return. If you have not been notified in writing about not receiving your refund, ask them to re-send the letter to help you understand.
