Did you purchase PLUS at 19.99?

If you chose to pay the TurboTax product fees out of the Federal refund, there is an additional 39.99 service fee for that option (44.99 for California filers.)

So the total fee would be 19.99 + 39.99 = 59.98,  plus possible sales taxes.  (64.98 for California)

Paid $20.00 fee to email state tax return. It was rejected. How do I get my fee refunded?

No one in the user forum can resolve a billing issue.  If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help.  Do not use the word “refund.”
