My daughters income was about$16,000. Standard ded is $12000. So taxable income should be around $4000, right? It’s saying she owes $231 in fed taxes. Why?

Well the tax table show a tax of $403 for 4,000 and Single.
Did she have some withholding taken out in box 2?

Most likely reason would be that she had around $170 in federal taxes withheld leaving her still owing $231.
If she has taxable income of $4,000, she would have a tax of $400. If she didn't pay enough in through her employer she would owe.
