MN State won't launch

MN State refund does not launch once downloaded (TT deluxe)? when attempting to START, it just goes through the download again and then generates a message indicating 'your software is up to date' but still won't launch. 
Looks like there are a 2 forms that won't be ready until 2/13 according to the intuit tax forms availability site, but based on other posts it seems like it should still be loading?  

Have tried closing/restarting TT and a full power cycle on PC just in case - no change. Federal worked fine-
