If my return was offset even though i contacted ssd and made payment arrangements can i still get my return?

I made payment arrangements  couple days before they took my return and was told it would stop offset but offset is still on 3 days after Pennsylvania took it

Yeah ... well you will have to talk to the folks you made an agreement with  BUT it usually takes several weeks to get an offset removed ... I don't hold much chance of you getting anything back ... usually once they have the money in their hands they will not let it go.
