I thought I received Quickbooks Self employed for free as past of my Turbo Tax. It never said a monthly fee until now I have to pay $17/month. Why is this charge now?

I think you are a little confused. If you purchase Quickbooks Self-employment Bundle, then you get Federal and State free, not vice-versa. Quickbooks Bundle is $17 month.
