The fee is for the use of the program even if you have to mail in the return ... at no point was efiling guaranteed.

It wasn't a mistake though nothing was wrong. I'm not going to be charged twice for a service that didn't follow through for me!

There is no additional charge to re-submit a rejected return. If you have been charged again, TurboTax will refund any duplicate charges. See the TurboTax FAQ linked below to get this resolved. Sorry for your difficulty!
