you've answered your own question  - failure to maintain health insurance for entire year.  of course without knowing more, it's possible you could qualify for an exemption.

there are also thousands of other possibilities as to why your refund dropped.

There were many changes to the tax forms and deductions.

And last year they reduced the withholding tables so you got more back in your checks each month.
