I filed my past 2023 and 2022 1040 and 540 and need to archive them via my account as they are not in my new computer?

Does turbo tax archive my past year tax returns?

To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

Scroll down to the bottom of the screen and on the section Your tax returns & documents.  Click on the Year and Click on Download/print return (PDF) or Download .tax file

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state. 

This will take you back to the 2023 online tax return.

Click on Tax Tools on the left side of the online program screen.  Then click on Print Center.  Then click on Print, save or preview this year's return.  Choose the option Include government and TurboTax worksheets

If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created.  TurboTax does not store online any returns completed using the desktop editions.

Because I changed computers and the old data apparently was not transferred over by the technician doing that transfer only the icon on the desktop as well as the uncopied file on downloads did not show the past 2022 or 2023 tax returns. Any suggestions how to retrieve the 2023 tax returns?

Sounds like you used the Desktop installed program?  Sorry no.  You need the pdf files or the tax data files ending in .tax2022 and .tax2023.  They didn't copy all your files?  And you didn't have any backups?   They should have been in your Documents then in a Turbo Tax folder.   Search your new computer for all files ending in .tax or .tax2022 or .tax2023.   

If you did use the Desktop program Turbo Tax doesn't keep copies even if you efiled them.  They are only saved on your own computer.  You would have to get copies from the IRS and California.  You will have to do 2024 next year from scratch without transferring from 2023.
