I didn't file my taxes in 2023. Oregon gave a kicker credit in 2024 but I wasn't qualified because I didn't file the previous year. Can I file two years late and get it?

Yes, you can.

According to What happens if I file the current year tax return before the prior year return? on the Oregon "Kicker" Tax Credit page:

You need to file a 2022 return to claim the kicker on your 2023 return.  If you filed your 2022 return after filing your 2023 return, the Department of Revenue will adjust your 2023 return to include the kicker credit and provide refund or reduce the tax you owe once your 2022 return is processed.

So, if you file your 2022 state return -- that is, the return you would've filed in 2023 -- now, the state will adjust your 2023 return and provide you with a refund (or reduce the tax you owed).

See the TurboTax Help article How do I file a 2023, 2022, or 2021 tax return? for guidance on filing a prior-year return.
