How do I calculate the penalty if I owe on my New York State 2022 return. I am filing late. Please help

Once the state receives your tax payment they will send you a bill in the mail for any penalties and interest for paying the taxes owed after the due date.

I got a refund after doing a 1040X that was about 20% less than what Turbo tax calculated. How can I determine whether I made a mistake or did the software or the IRS?
