Parent of a 30 year old, 4th year medical school student, living at home as a dependent with no income. Even with $55K in tuition fees paid through student loans, this does not cover the expenses (travel, hotel, living, etc.) of required out-of-state rotations (totaling over $14K for 2018, paid by parent). How should these expenses be claimed? As educational expenses or as work expenses for the parent since the student has no income? Since this is a graduate degree, TurboTax says that there are no eligible educational deductions or credits.

the expenses are not tax deductible expenses for the reasons you outline. Turbo Tax is the 'expert' as all the rules are in the software
Unreimbursed work related expenses are not deductible anymore in any event because it’s a misc deduction and they have all been eliminated.
