I let my bf claim our daughter on his federal taxes. Can he still do that and then not claim her on CA taxes, in which I could claim her as dependent but only on my California state taxes?

No, you can't do that. The instructions for California Form 540 say "The persons you list as dependents must be the same persons you listed as dependents on your federal income tax return."
