I file as head of household, in previous years, I claim my youngest as he lives with me for more that half the year and then goes to his father. Am i able to claim him for 2024 even though I also have Federal Taxes taken from gross income this year?

Having taxes withheld from your work, does not preclude you from claiming a child as a dependent.
