Not unless your rental property is registered as a business in Louisiana.  Since most rental property is a passive income generator on your federal return it is not an actual business so it is not eligible for a Louisiana business credit or any other business credit.  If you are a real estate professional you can register your rental business as a business in Louisiana and be eligible for the credit.
