I inherited a qualified Roth IRA. My Fidelity 1099R has left Block 2a blank and checked Taxable amount not determined. Unless I fill in 2a with the Gross Distribution amount, TurboTax assumes the distribution is taxable. How do I resolve this problem?

I entered the information as you explained it and the distribution does not show as taxable on my return. I suggest you delete the entry and try again, following these steps:
1. Navigate to Retirement Plans and Social Security in the Wages and Income section
2. Choose the IRA, 401(K), Pension Plan Withdrawals (1099-R) option
3. Choose to add another 1099-R form
4. Choose the I'll type it in myself option
5. Choose the Form 1099-R box
6. On the 1099-R entry screen, enter the gross distribution in box 1, leave box 2(a) blank
7. Check the Taxable amount not determined box in line 2b
8. Enter code "T" in box 7
9. On the next screen, check the Yes box when asked if you inherited the IRA
10. Answer the rest of the questions in that section
