Why do I need to mail Form 8453?

If you received a request to submit Form 8453 (U.S. Individual Income Tax Transmittal for an IRS e-file Return), it means you'll need to mail some forms to the IRS that can't be e-filed.  Federal tax returns that are e-filed need to contain the same information that paper-filed returns contain.  

That’s what Form 8453 is used for.  Once you’ve completed the electronic filing of your federal return, you’ll receive a message from the TurboTax program that you need to send Form 8453 and certain attachments to the IRS.  TurboTax creates the form for you, and it'll serve as a cover page for you to include when you send this additional documentation in.

The requirement to send in Form 8453 won’t delay the processing of your tax return, but it needs to be sent to the IRS within three business days after you’ve received your acknowledgment that the IRS has accepted your return.     

  • Form 1098-C: Contributions of Motor Vehicles, Boats, and Airplanes (or equivalent contemporaneous written acknowledgment) 
  • Form 2848: Power of Attorney and Declaration of Representative (or POA that states the agent is granted authority to sign the return) 
  • Form 3115: Application for Change in Accounting Method 
  • Form 3468: Attach a copy of the first page of NPS Form 10-168, Historic Preservation Certification Application (Part 2 – Description of Rehabilitation), with an indication that it was received by the Department of the Interior or the State Historic Preservation Officer, together with proof that the building is a certified historic structure (or that such status has been requested) 
  • Form 4136: Attach the Certificate for Biodiesel and, if applicable, Statement of Biodiesel Reseller or a certificate from the provider identifying the product as renewable diesel and, if applicable, a statement from the reseller
  • Form 5713: International Boycott Report
  • Form 8283: Noncash Charitable Contributions, Section A (if any statement or qualified appraisal is required), or Section B, Donated Property, and any related attachments (including any qualified appraisal or partnership Form 8283)
  • Form 8332: Release/Revocation of Release of Claim to Exemption for Child by Custodial Parent (or certain pages from a divorce decree or separation agreement that went into effect after 1984 and before 2009) (see the Form 8453 instructions) 
  • Form 8858: Information Return of U.S. Persons With Respect to Foreign Disregarded Entities (FDEs) and Foreign Branches (FBs) 
  • Form 8864: Attach the Certificate for Biodiesel and, if applicable, Statement of Biodiesel Reseller or a certificate from the provider identifying the product as renewable diesel and, if applicable, a statement from the reseller
  • Form 8885: Health Coverage Tax Credit, and all required attachments 
  • Form 8949: Sales and Other Dispositions of Capital Assets (or a statement with the same information), if you elect not to report your transactions electronically on Form 8949
  • Any form or document that isn’t listed on Form 8453 next to the checkboxes.  If you’re required to mail in any documentation that isn’t listed on Form 8453, you can’t e-file your tax return.
  • A copy of your electronically-filed Form 1040, 1040-SR, 1040-NR, 1040-PR, or 1040-SS.  If you attach a copy of your e-filed federal return, you run the risk of it becoming separated from the rest of your documentation during processing, and then having it processed as a new, original return.  You could spend months unraveling the mess this would cause.
  • Forms W-2, W-2G, or 1099-R.
  • Payment.  Instead, mail any payment associated with your return by the due date of your return, with Form 1040-V to the IRS at the applicable address shown on Form 1040-V

Once you’ve e-filed your federal tax return using TurboTax, mail Form 8453 and all appropriate documentation to the IRS within three business days after you’ve received your acknowledgment that the IRS has accepted your return.

Like the IRS, some states require that certain paper documents be assembled and sent to their tax agencies after an original state return has been e-filed.  Most use a form similar to the federal Form 8453, but don’t use the federal form itself.  Be sure to follow your state’s rules when you're mailing state forms and any supporting documents.
