Why isn't Form 8283 included with my California return?

If you itemized your federal deductions and your charitable donations require Form 8283 to be attached, it will be included with your federal and state tax returns. 

However, California doesn't currently require this form to be submitted when you're able to itemize on your state return but are taking the Standard Deduction on your federal return. In this case, Form 8283 isn't required to be included with your California return.
