Is there a penalty if I don't e-file my New York return?

No. In April 2012, the New York Department of Taxation removed the formerly-imposed $25 penalty.

However, if you use tax software that supports e-filing and you have a broadband connection, the New York Department of Taxation requires that you e-file.
