Box 11 on 1099div has an amount for exempt divs. So when i check box on nxt pg that says a portion of dividends was from U.S. Obligations, i need to enter an amt there.

The exempt dividends is an amount in box 11 of 1099 div.  Now when i select the box that says a portion of these divs are u.s. obligations, it then asks me to put an amount in. i know that a certain % of those tax exempt divs are not taxable in my state so i would subtract that amount from the total , correct? and enter that reduced amount?

See my answer to your other question. Us Government interest is almost always relating to box 1 amounts. Box 11 amounts are muni (state/local) bonds.
