If you are self-employed (A 1099-MISC employee) then you must file a tax return if you earned over $400 - not to pay income tax, but to pay the self-employment tax.
The filing requirement for a single W-2 employee is $10,300 but if tax was withheld, you should file for a refund.
In any event, you might qualify for the Earned Income Credit, even if you are not required to file.
